If you have a Google Account, Google Reader is already set up and waiting for you. All you need to do is go to the site while logged in to your Google Account. You will find an interface very similar to a simplified email reader, except for news, updates and posts to web pages instead of emails.
Google Reader, and all RSS readers, work on a subscription model. That is to say, you choose to “subscribe” to a web page and then, anytime that page updates by adding a new page, news or similar content, you get a notification in Google Reader (generally the title of the update, date/time and an excerpt of the update).
